System failed Jaycee Lee Dugard

Today's editorial discusses the many failures of the parole system that led to the kidnapping and holding of Jaycee Lee Dugard for 18 years. There were many missed opportunities for parole agents to discover that Dugard was being held captive by Phillip Garrido.

"The system failed miserably with Phillip Garrido, with tragic consequences for Jaycee Lee Dugard. The inspector general's report offered valuable ideas on where parole agents fell short.

"But we also have to take a hard look at the system in which they work. It's needs reforming."

The next time you read that A.C.L.U. lawyers have sued the government to restrict the scope of law enforcement investigations in the interest of protecting your right to privacy, just remember that the likes of Mr. Garrido count on their continued success. The Phillip Garrido's are quietly waiting to take full advantage of the cracks created in the system which the A.C.L.U. proudly provides them on a regular basis.

They absolutely failed Jaycee. How do you do a parole check and not search the property? The parole department shopuld be reemed over this. Why do they wait to find a kidnapped child dead in or under a sex offenders home?

We live in a country in which criminals have more rights than victims. There are more laws on the books to protect animals than there are to protect children. In attempt to stop discrimination, reverse discrimination has become a problem. Over zealous assistance to those in need has created a larger class of "needers". It is no surprise to me that, in this type of social environment, Jaycee was let to suffer for so long. Yes, directly the parole system failed her but indirectly society, all of us, failed her by creating the type of society that makes it easy for the bad guys to get away with things like this.

I am not surprised. Until recently children were looked upon as property (of the parents) though no such legal statute existed.
And not only the parole system is failing, but nearly every other large government institution is failing as well. Not because the system is bad or wanting. But those who are to execute it are failing. More often than not it is just a paycheck and good health coverage. I have been watching Child Protective Services for a long time...well...my horoscope said that I would find opposition today hahahaha!

Bart, the ACLU? Seriously? That's really reaching. Thanks to the Constitution and the Bill Of Rights, every American has certain rights. When those are challenged, the ACLU steps in. And they would even step in on your behalf. I've never heard of a case where they kept the parole officers from doing their job. Especially since parolees don't have certain rights.

I would venture to say that if a small number of officers are faced with a huge overwhelming case load, they would likely end up doing an incompetent job. I would blame it on budget irresponsibility and state revenue shortages causing cuts before I'd drag the ACLU into it.

I too can't see how we can blame the American Civil Liberties Union for the parole authorities' failure. Probably shortage of personnel and too heavy a caseload could partially be blamed. But here again we have to yield to a tenet, namely "cause and effect." The voters overwhelmingly approved the "Three Strikes Out" legislation, overloading the prisons with shoplifters and pickpockets. They should have been sentenced to clean our streets, parks and riverbanks,; not be incarcerated for life. The Jacee Lee tragedy is a totally bungled up case that should never have happened. 60 visits to the parolee's home; the neighbors reporting to the Sheriff suspicious living in the backyard.....We have cases where children are abused and killed because Child Protective Services failed to do their job from New York to Florida right here to Fresno. But let a homeowner's trashcan be seen from the street, the authorities are all over them. I have not seen it myself, but I understand that some older smaller houses allow no out of sight storage .

I remember from my childhood catechism (in translation) " God is a righteous judge who rewards the good and punishes the bad. "GOOD BLESS AMERICA is not an automatic thing; it has to be earned. As Jackie Krage commented; we have become a culture of violence. Let me add to it; we also have become a culture of poor work ethic. Brian Murray! I am not sure that they are particularly lazy. They are just not interested. Paycheck and fringe benefits...that's about it. And those who rock the boat toward excellence, are being maligned and fired.

Kool-aid and Crystal Aquarian: I regret slaughtering your sacred cow on the blog. Both responses were a study in possible mental forms of the deep tendon reflex. I should have known where I was and asked if anyone was under the influence first.

Mr. Turnipseed, You are the most disgusting human being I have encountered in the 57 years living around here!

How dare you to use, for your consistently sleazy, bordering the psychotic sarcasm, the terrible prosecution of the Jewish people and the attack upon them on November 9, 1938, remembered as the infamous Kristall Nacht (crystal night ) named so because of the shattering of thousands of glass windows of Jewish homes, businesses and places of worship during the attack. I need not say anything else because all the decent people on this blog understand.

Yes! Something else needs to said. The correct word is "persecution" in context with Kristall Nacht. I seldom get so rattled that I don't realize that I am using a wrong term to describe a condition. Thank You!

Obvious perseveration about the definition of crystal (a common structure most bloggers here have encountered) sort of reminded me of a popular substance by the same street name. It's use induces babble that is duplicated by shaking a loose screw in an empty coffee can.
