Nevada is simply exercising the law of capitalism. Find a way to bring in the money and you will prosper. There is nothing wrong with that. We don't like it because they are targeting us. As with all things, "Let the buyer beware;" make the choice to relocate to Nevada carefully. Of course they are going to advertise the sucky stuff. We don't advertise ours. Smart businesses will do their research. Those that don't... well, do we really want to keep them?
