First returns show propositions failing

The key propositions in Tuesday's special election were failing, as voters began rejecting the budget compromise that Gov. Arnold Schwarzenegger and legislative leaders put together in February.

Proposition 1A, the centerpiece of the budget package, was losing big, with 63.4% of California voters opposing it.

Early returns also had Proposition 1B, the education funding measure, going down, with 59.8% of voters casting "no" votes.

Proposition 1C, the lottery modenization measure, had 61.3% of voters opposing it.

Proposition 1D, which would allow the state to borrow money from the First 5 program, was also losing, with 62.1% of voters opposed.

Proposition 1E, which would allow the state to borrow money from mental health, was also failing -- 62.5% voting "no."

Proposition 1F, which would prevent elected officials from being paid when there was a state budget deficit, was the only measure passing. Voters were supporting it, with 74.5% voting "yes."

Looks like San Francisco County is the only County where 1A is passing ... no surprise there.
