Rudyard Kipling would cast him as Vilely Fox Harry, a charming character. Yet, don't put all of your eggs into one basket. Harry Armstrong absorbs politics through his skin. I have watched him operate in council chamber. Once a group of people were against something. Harry pontificated at great length against that item as well. Then came the vote. A man behind me jumped up in his seat, practically knocking off the hat I was wearing. Hey what's going on? I queried. And the guy replied; we just got diddled, and Harry did it. (Harry had voted just the opposite.) To make a long story short, Council member Peggy Bos saved the day for the petitioners. That man behind me was the only one who had noticed what had hit them. But Harry Armstrong dedicated his life to serving the people of Clovis, and he fully deserves to be tagged MR. CLOVIS. His wife Janine was indeed equally dedicated and effective. And once you past the muster, you had a friend for live who never hesitated to help when help was needed. Operation REZONE, indeed was a scandal weighing heavy on the town. It even made copy in John Kennedy jr. 's prestigious publication. But the the swearing in of the new council that followed (among them Kent Hamlin) was like a chapter from Camelot. University Village was another great stumbling block that needed great finesse to be resolved. It was one of Pat Wynn's great hours because Harry had to disqualify himself for being a participant in a lawsuit against (the then) Fresno State College. The City of Clovis prevailed. (With tongue in cheek) I think three years from now we shall be able to celebrate Harry's 75th birthday. hahaha! And that concludes the roast of Vilely Fox Harry.
