Chancellor Scott to bring community college plan to legislature
State lawmakers will hear a proposal Wednesday to reform the California Community College system. Chancellor Jack Scott will present the Student Success Task Force recommendations to improve community colleges to the Senate Education and Assembly Higher Education committees, from 9:30 to 11:30 a.m. at the State Capitol.
The Student Success Task Force -- a group of students, professors, administrators and policy experts -- compiled a list of recommendations that aim to help students complete a degree more quickly. The recommendations -- which were approved by the Board of Governors earlier this month -- include requiring that students adopt and follow an education plan and make more progress on basic skills in their first year. The plan also proposes changing English as a Second Language programs, improving career training in K-12 and limiting fee waivers for low-income students.
The legislature won't take action Wednesday, but Scott must wrangle lawmakers' support if the plan is to have any teeth. About half of the proposed changes require legislative action, and several require new money that Gov. Jerry Brown has not included in his 2012-13 budget proposal.
